We need to implement a Developer Certificate of Origin (DCO) to ensure that all contributions comply with our licensing terms and protect intellectual property rights.

  • Create a DCO file with the standard DCO text.
  • Modify CONTRIBUTING.md to include DCO signing instructions and its importance.
  • Create CI to verify DCO signatures on the pull request.

Justification

The DCO ensures contributions are original or properly licensed, provides transparency, and reduces legal risks.
